IndigiTUBE代表著澳洲偏遠地區原住民的聲音。是一個專為澳洲偏遠地區的原住民所製作,既可分享又可收看影片、收聽廣播等媒體的社群網站。多年來,澳洲原住民族藉著使用媒體來強化他們的語言與文化。這些媒體包括了影片、廣播、音樂還有最近更為多元的多媒體工具,例如:網頁與行動裝置。總而言之,IndigiTUBE網站是為發揚原住民族的語言、文化和媒體而存在。

IndigiTUBE is the voice of remote Indigenous Australia. It is an online community for sharing and accessing media made by and for Indigenous people in remote Australia. For many years Indigenous Australians have used media to keep language and culture strong. This has included video, radio, music and more recently a wide range of multi-media tools such as web and mobile phone technologies. IndigiTUBE is a celebration of Indigenous language, culture and media.

本次國際研討會由臺大新聞所原住民族傳播與文化研究中心主辦(以下簡稱原傳中心),臺灣原住民族圖書資訊中心協辦,於11月15日在臺大法律學院霖澤館國際會議廳舉行。上午場由澳洲學者Michael Meadows教授和Folker Hanusch教授進行專題演講,分享澳洲和紐西蘭原住民族媒體發展的經驗。除此之外,還有一場座談會,由臺大新聞所副教授兼原傳中心主任洪貞玲和臺大新聞所教授林麗雲發表專題報告,從公共性和獨立性的角度,探討分析各國原民台的制度。報告後,並有多位專家學者針對報告內容給予意見回應。

全國原住民廣播服務有限公司(NIRS)在澳洲布里斯班成立樞紐站提供全國服務,為缺乏人員編制及資金的原住民媒體機構提供聽眾全天性高品質的廣播內容。NIRS提供全國原住民新聞服務給超過一百五十家廣播電台。全國原住民新聞服務是一個以原住民為重點的新聞服務,新聞內容概括來自全國各地的原住民與托雷斯海峽島民。NIRS的使命是為所有原住民族提供有效的全國廣播,使澳洲社會能更進一步的了解原住民文化。

The National Indigenous Radio Service Limited (NIRS) is a national service provided from a hub station residing in Brisbane. It networks material for Indigenous media organizations that don’t have the staffing or capital requirements to provide a 24-hour high quality broadcast to their audience. NIRS provides Australia’s National Indigenous News Service (NINS) to over 150 radio stations. NINS is an Indigenous-focused news service covering Aboriginal and Torres Strait Islander news from across the country. The mission of the National Indigenous Radio Service is “To provide an effective national voice for all Indigenous people and to bring a better understanding of Indigenous culture to Australian society."

全國原住民時報於2002年2月27日首次發行。報社的經營與工作人員全是澳洲原住民與非原住民,報社以負責團隊的成員為榮,他們都是對報社出版作品有所貢獻的傑出澳洲原住民作家與專欄作家。報社的主要目標之一就是縮短大部分澳洲人對澳洲原住民族認知上的差異,同時讓澳洲全國人民都能看到所有影響到澳洲原住民的社會與政治問題的相關報導,期望促進許多澳洲原住民族在商業、學術、體育和一般社會生活中的積極成就。

The National Indigenous Times first hit the streets on February 27, 2002. The paper is staffed and owned by Indigenous and non-Indigenous Australians and we are proud of the dedicated team of predominantly Indigenous Australian writers and columnists who contribute to the publication. One of our primary goals is to bridge the knowledge gap for mainstream Australians of the aspirations of Indigenous Australians. We want to keep informing all Australians of the social and political issues affecting Indigenous Australians and to promote to them the many positive achievements in business, academia, sport and community life generally of Indigenous Australians.

原住民族語言與文化素養基金會認為澳洲原住民族應該跟其他國民一樣享有同等的教育、就業和社會機會。然而,在原住民社區裡,原住民普遍缺乏識字能力的現象,在原住民族參與一般人都能勝任的活動時造成困擾。該基金會為北澳地區、昆士蘭、西澳、南澳與新威爾斯等兩百個處於偏遠地區的原住民社區,提供書籍與識字資源以緩解這些原住民地區在語言與文化上所處的劣勢。該基金會藉著三種方式來建立識字程度,並經由各個計劃來提升成效:(1)傳統文化素養之提升:使人與人之間尤其是年青人,使他們能夠與自己的文化和傳統語言連結;(2)生活實用上素養之提升:開發日常活動所需的技能;(3)英語程度之提升:加強英語聽說讀寫能力。

The Indigenous Literacy Foundation believes that Australia’s Indigenous people should enjoy the same education, employment and societal opportunities as other citizens. However, a lack of literacy skills among Indigenous communities is a common and critical barrier to participating in activities that many of us take for granted. To help alleviate this literacy disadvantage, our Foundation works to provide access to books and literacy resources to over 200 remote Indigenous communities in Northern Territory, Queensland, Western Australia, South Australia and New South Wales. The Foundation uses a three-way approach to building literacy and each of our projects aims to promote: 1. Cultural Literacy – connecting people, particularly young people, to their culture and traditional language; 2. Practical literacy – developing the skills needed for daily activities; 3. English literacy – promoting skills in English reading, writing, speaking and listening.

氣候變遷偵測和資訊網絡(CCMIN)是由參與亞洲原住民族協議(AIPP)的各個合作組織所建立的,凡跟原住民族有關的氣候變遷問題,不論是地方性層次、國際性層次或區域性層次,CCMIN都可作為資訊傳播與交流的管道。AIPP希望透過這個偵測和資訊網絡,能更加促進資訊的分享與取得,並有助於提升對原住民族和氣候變遷這個特殊議題的關注與認知。在各個合作組織的努力下,特別關注降低因為過度砍伐森林等因素所造成的廢氣排放(REDD)以及對氣候變遷的適應。

The CCMIN was established by Asia Indigenous Peoples’ Pact together with its partner organizations as a channel for information dissemination and exchange at the local, national and regional levels on climate change issues relating to indigenous peoples. Through this monitoring and information network, AIPP hopes to facilitate greater sharing and access to information, and to contribute to awareness-raising and drawing of attention to the particular issues of indigenous peoples and climate change. This partnership endeavor pays special attention to Reducing Emission from De-forestation and Degradation (REDD) and Climate Change Adaptation.

The work undertaken here is nationally recognized as significant and helps support a stimulating research culture, which any student, researcher or other interested party is welcome to enquire about.
